The institute ICJ is located on the campus "Faculté des Sciences et Techniques, la Métare" on the southern border of the city. To get there from the hotel, one should take the tram T1 to Bellevue and then line 4 that starts at Bellevue. It is all explained on the webpage here.
From the Résidence Jules Ferry to the tram station called Centre 2, it takes less than 5 minutes: just walk down rue Chevreul to the east and reach the tramline that goes north-south, take a left. At Bellevue the bus starts a few meters south from where the tram stops. When arrived at the stop Faculté des Sciences, cross the square up the hill, the campus is on the other side. The ICJ is located in building C.
